PUBLIC PROCESS:


The Central Valley Flood Protection Board’s (Board) adoption process for the Plan is outlined in the Presentation that was given by the Executive Officer Jay Punia at the January 27, 2012 Board meeting.  The presentation was given after the Department of Water Resources (DWR) presented the Plan to the Board, staff, and public.  The meeting was webcast and may be viewed HERE.


PUBLIC COMMENTS:


The Board is currently accepting public comments on the Plan and attachments.

DEADLINE: In order for your comments on the Draft Plan to be processed with sufficient time for consideration by the Board they should be received by April 20th at 5pm.  Comments received after April 20th will be considered by the Board as part of the Board’s deliberations prior to adoption of the final plan, time permitting.  Note: This deadline coincides with DWR’s deadline for public comments on the Programmatic Environmental Impact Report (PEIR) for the Plan.

Board staff request that comments be submitted using the downloadable Excel spreadsheet, emailed as an attachment to cvfppcom@water.ca.gov.  Supporting documentation may also be submitted to the Board as additional attachments.

PLAN DELIVERY AND ADOPTION MILESTONES:


(December 2011 and Prior)

DWR delivered the Public Draft 2012 Central Valley Flood Protection Plan to the Board on December 30, 2011.  Earlier in December DWR completed a Flood Control System Status Report which describes the current status (physical condition) of State Plan of Flood Control facilities.  This followed the November 2010 release of the State Plan of Flood Control Descriptive Document which provided an inventory and description of the facilities and their operations and maintenance.  The Plan focuses on improved flood management for areas in the Central Valley (Sacramento and San Joaquin Rivers and their tributaries) protected by State Plan of Flood Control facilities.  The Plan, Status Report, Descriptive Document, attachments and other related documentation are available for public review and comment on the DWR website: www.water.ca.gov/cvfmp/documents.cfm.

California Water Code (Sections 9600 through 9625) requires DWR to prepare the draft Plan and transmit it to the Board no later than January 1, 2012 for adoption by the Board on or about July 1, 2012. The Public Draft 2012 Central Valley Flood Protection Plan fulfills the intent and requirements of the Central Valley Flood Protection Act of 2008 (Senate Bill 5, 2007). The Code also requires updates to the Plan every five years beginning in 2017.

The Code states that: "[t]he board may make changes to the proposed plan to resolve issues raised in the hearings or to respond to comments received by the board. The board shall publish its proposed changes to the proposed plan at least two weeks before adopting the plan." The draft plan will then be presented to the Board for review, approval, and adoption by July 1, 2012.

DWR presented and highlighted key elements of the Public Draft 2012 Central Valley Flood Protection Plan to the Board at its regularly scheduled meeting on January 27, 2012, at which time the Board also described its process for reviewing the technical documents and accepting public comments.

(February 24, 2012)

The Board met on February 24, 2012.  The public was invited to make recommendations for topics where the Board should focus its review of the Public Draft 2012 Central Valley Flood Protection Plan prior to adoption.

(March 23, 2012)

DWR presented the Programmatic Environmental Impact Report (PEIR) to the Board.



(April 2012)

The Board will hold four Public Outreach Hearings (which meet the statutory mandates of the Water Code) at the locations, dates, and times shown below.  Topics will include focus points from stakeholders, Draft PEIR, and staff’s technical assessment of the Plan.


Thursday, April 5, 2012 - Resources Building Auditorium, located at 1416 9th Street, Sacramento, CA 95814 from 9am to 5pm.  DWR will host a poster/question session on the DPEIR from 12-12:45 pm on this hearing date. .  DPEIR presentations as shown in the agenda will be at 2 pm.

Friday, April 6, 2012 - Yuba County Government Center, Board of Supervisors Chambers, located at 915 Eighth Street, Marysville, CA  95901 from 9am to 5pm.  DWR will host a poster/question session on the DPEIR from 12-12:45 pm on this hearing date. .  DPEIR presentations as shown in the agenda will be at 2 pm.

Monday, April 9, 2012 - Robert J. Cabral Agricultural Center, Assembly Room 1, located at 2101 E. Earhart Avenue, Stockton, CA  95206 from 3pm to 9pm.  DWR will host a poster/question session on the DPEIR from 1-2:45 pm on this hearing date. .  DPEIR presentations as shown in the agenda will be at 4:30 pm.

Wednesday, April 11, 2012 - Yolo County Board of Supervisors Chambers, Room #206,  located at 625 Court Street, Woodland, CA  95695 from 3pm to 9pm  DWR will host a poster/question session on the DPEIR from 1-2:45 pm on this hearing date. .  DPEIR presentations as shown in the agenda will be at 4:30 pm.

Friday, April 20, 2012 - CVFPP Workshop - will take place at the Bonderson Building Cafeteria, located at 901 P street, Sacramento 95814, beginning at 9 am.

Friday, April 27, 2012 - Monthly Board Meeting - Board meeting will take place at the Resources Building Auditorium, located at 1416 9th Street, Sacramento, CA 95814, beginning at 8:30am.




(May 2012)

Board staff will present the draft adoption package that will include an adoption resolution.



(June 22, 2012)

Board staff will present the revised Plan to the Board for adoption.  Board will notify the Legislature and Resources Secretary of Plan adoption.
